1- It is more of a cult bike, there is not a high demand for it.
2- No 20% mark-up potential like on big bikes.
3- They can't sell you a ton of aftermarket or OEM chrome and leather widgets.
4- Too reliable for the most part, so no call for the parts department/service department rip-off.
5- Not much trade in or resale potential since most owners tend to keep them around until they are scrap.

I could go on, but the simplest way to put it is that it is too good a product for their money grubbing tendencies to be satisfied. Dealerships have one goal, profit, and for every Savage they sell, they lose money.
